TXT PIX FLIX - to 911 - (Calling for help without making a sound)

You've seen the movies - gunmen bust into a bank. Everyone hits the floor. Somebody tries to be a hero by dialing 911 on his cell phone. The bad guys hear the caller whisper "we're being robbed" Bullets fly - no more hero. The LAPD is wanting to let people TXT 911, silently calling for help. (Now Jack Bauer won't be the only smartphone hero.)
